EU/EEA students need only register with the municipality. Non-EU students typically need an MVV (Machtiging tot Voorlopig Verblijf) and a residence permit applied for by your institution. The Netherlands has a convenient 'sponsorship' system where universities handle most of the immigration paperwork.
Non-EU students can work up to 16 hours per week during term or full-time in June, July, and August. After graduation, the Orientation Year permit (Zoekjaar) gives you 1 year to find skilled employment.
